Zhang Xinsheng, male, Han nationality, is a native of Shuyang County, Jiangsu province. He was born in 1948, joined the CPC, and graduated from Harvard University with a major in city planning. Zhang holds a master's degree. He held leading posts in the tourism industry, serving as deputy director of the National Tourism Administration until 1989. In 2001, he was appointed vice-minister of the Ministry of Education. He is currently a vice-president of the Chinese Olympic Committee.
